Les Talibans en Afghanistan recrutent de plus en plus de combattants étrangers. Entre 5 et 10% des terroristes opérant dans ce pays seraient des étrangers. Selon le New York Times, « les nouvelles recrues viennent du Pakistan, d'Ouzbékistan, de Tchétchénie et de divers pays arabes, mais pourraient aussi être originaires de Turquie et de l'ouest de la Chine ». Le quotidien américain se base sur des déclarations des autorités afghanes et américaines, ainsi que sur des témoignages de villageois afghans et pakistanais.

D'après des experts occidentaux, les combattants étrangers servent en Afghanistan à des niveaux de commandement intermédiaires. Dans les zones tribales du Pakistan, ces terroristes étrangers ont souvent pour mission d’entraîner des candidats aux attaques suicides et de fabriquer des bombes artisanales. Selon les autorités afghanes et pakistanaises, les combattants étrangers sont plus violents, plus incontrôlables et plus extrémistes que les Talibans locaux.

 

Pour sa part, Seth Jones, politologue américain et spécialiste du terrorisme, voit l'arrivée de ces étrangers comme une dangereuse évolution du conflit. « Les tactiques qu'ils ont introduites sont en train de faire augmenter le nombre de victimes au sein des forces afghanes et de l'OTAN.Les combattants étrangers agissent comme une force qui multiplie la capacité des Talibans à tuer. »

Nine months after the Taliban’s takeover of Musa Qala’s district center, serious splits have formed between the foreign fighters and the majority of tribal Taliban operating throughout the district. The largest Pashtun tribe in Helmand, the Alizai (23.5%), are in secret talks with the government regarding a possible defection from the Taliban insurgency. The tribe’s leader, Mullah Abdul Salaam, is a powerful Soviet-jihad mujahidin commander and former Taliban Corps commander.

October 29 (Afgha.com)- Pitched battles and vicious fighting has erupted in the northern tip of Helmand province, particularly in the Taliban’s crown jewel, the Musa Qala district. A large band of Taliban marauders seized the district back in February after ISAF warplanes successfully killed a powerful Taliban military commander near Musa Qala City. The takeover came only three months after the British and Danish troops based there handed security responsibilities over to local tribal elders in exchange for a ceasefire with nearby Taliban units. The controversial deal was the first time negotiations between NATO forces and Taliban elements occurred.

The Taliban held onto the district ever since, reinstating ardent rules, closing schools and imposing heavy taxes on the locals. The Taliban spent the last several months fortifying positions and digging a series of trench lines and bunkers throughout the district. Local officials recently told the AP that foreign fighters such as Pakistanis, Arabs, Chechens and Central Asians operate suicide training camps near Musa Qala city. Heavy fighting has persisted throughout the district since this summer; leaving hundreds of Taliban fighters killed and injured. Recent incursions by Coalition forces and high body count estimates left no doubt that the operation to retake Musa Qala has begun.

Military maneuvers aside, it may be President Karzai’s recurring call for a political solution to end the crisis that has finally paid off. Nine months after the Taliban’s takeover of Musa Qala’s district center, serious splits have formed between the foreign fighters and the majority of tribal Taliban operating throughout the district. The largest Pashtun tribe in Helmand, the Alizai (23.5%), are in secret talks with the government regarding a possible defection from the Taliban insurgency. The tribe’s leader, Mullah Abdul Salaam, is a powerful Soviet-jihad mujahidin commander and former Taliban Corps commander.

The negotiations are ongoing and expected to last late into the week, but a report in the UK’s Daily Telegraph suggest a political agreement may be reached within days. If the deal proceeds, thousands of armed fighters in northern Helmand are expected to withdraw from combat and refrain from insurgent activities against Afghan government and international forces. According to the Telegraph report, a majority of the Taliban operating in Musa Qala are the Pirzai Alizai, one of three sub-tribes of the Alizai, nearly all of whom are loyal to Mullah Abdul Salaam.

The political outcome is so serious and potentially devastating to the Taliban movement that senior Taliban officials outside of Helmand dispatched assassins to kill Mullah Addul Salaam this week but failed. Other provincial officials have confirmed that ‘secret’ peace talks have transpired and support any such developments. Unlike Helmand’s other marginalized Taliban aligned tribes, like the Noorzai and the Itzakzai, the Alizai have been included in legitimate government positions and the illicit drug trade.

But Mullah Abdul Salaam is not the only Alizai battling to fill the power vacuum in Helmand.

Sher Mohammad Sher Muhammad Akhundzada

Sher Muhammad Akhundzada, an Alizai and the former governor of Helmand province discharged for his close ties to the drug trade, has restored himself politically and is now actively vying for the governorship once again. After President Karzai fired Sher Muhammad at the insistence of the UK contingent in Helmand, he was appointed to Parliament where he helped create a 500 man tribal militia to help combat Taliban activities in remote areas of Helmand province. This controversial lashkar essentially served to consolidate Sher Muhammad’s power base and enhanced his powerful social position.

The current governor of Helmand, a Kandahar native and elderly businessman named Assadullah Wafa, is rumored to have grown tired of the high intensity post as Helmand’s governor. Sher Muhammad’s well-established political network and tribal affiliation has placed him high on the list as Helmand’s likely next governor. Sher Muhammad is a Helmand native and still commands a strong following amongst its residents, but he is strongly despised by the UK and US forces stationed in the province. Coalition misgivings or not, a massive defection by the Alizai tribe may be all that is needed for Sher Muhammad to regain his governorship of Helmand province.

Aussi Si Gad a souhaité appeler son site Lessakel, c'est parce qu'il souhaitait rendre hommage à l'intelligence.

Celle qui nous est demandée chaque jour.
